Description	Concentrating on the Cutler Plant Reservoir in Cache County, Utah, and with a concern that future development be in accord with the concept of environmental stewardship, a proposal was submitted by Utah State University to Utah Power and Light Company in July of 1971 entitled The Development of a Western Marsh as an Educational, Recreational, and Scientific Resource. The proposal established as its objective an inventory of the natural resources, an evaluation of current and potential uses, development of an environmental education program, and development of a master plan for the educational, recreational, and scientific uses of Cutler Reservoir. It also illustrated the current situation as well as the benefits which would accrue to Utah Power and Light Company and the public if the proposed project were implemented. It was the desire of Utah State University to develop a prototypic model which could be applied to other Utah Power and Light Company land-holdings to afford more complete utilization of the natural resources and maximize financial and social benefits to both the Company and the public. After considerable discussion between Utah State University and Utah Power and Light Company representatives, it was agreed that a program be initiated to accomplish the objectives over a period of four years. The objectives were to be divided into phases and completed in a temporal framework agreeable to Utah Power and Light and Utah State University. This would allow both groups more flexibility to review the accomplishments of each phase and subsequently adjust future involvement and obligations.
