ABSTRACT
This Final Environmental Impact Statement (EIS) addresses the environmental consequences of constructing approximately 4,000 dwelling units on 842.2 acres of the master plan for the Walnut Hills Subdivision in western Salt Lake County, Utah. Mitigation of adverse impacts have been identified which will enable the Department of Housing and Urban Development to undertake federally insured Mortgage commitments for potential homebuyers of those residential dwelling units proposed within this planned development.
Mitigation should be used to correct the unacceptable noise zone problems from both the spur railroad lines and the adjacent major arterial highways. The potential hazard from both the spur railroads and the high voltage transmission lines should be kept to a minimum. Certification will be required of the builder in regard to storm and subsurface drainage adequacy. Construction of this development will further exacerbate the problems associated with the provision of adequate shopping, park and recreation services, social, health care and mental health services, and public schools.
Following a review of the Draft EIS, comments were given to HUD from other governmental and private entities. These comments along with HUD's responses are included in this Final EIS.
