This Is in reply to your memorandum of April 16, 1963» concerning
the third progress report 00 the recommendations of the Equipment
For some reason the report is very difficult for me to assimilate.
I have spent an Inordinate amount of time in comparing it vith the
original report, in order to understand it at all. Even so, several
items are not yet clear. What, for example, is the difference between
a "Forest Repair Shop", a "National Forest Shop", and n "Sub-shop"I
Are the first two synonymous? If so, the report is easier to understand.
The report will, perhaps, be much more meaningful to the Forest
Supervisors and to the Assistant Regional Foresters than it is to me.
For this reason, I am perfectly agreeable to having it sent to them.
It is suggested that the letter of transmittal clarify the verbage,
if you believe this necessary.
