SUBJECT: Appropriations and Funds
The direction given to Forest Supervisors in our 6520 memorandum
of June 25 concerning business management staffs on the Rational
Forests is generally good. I am hopeful, however, that when the
final allotment letter is developed that we can establish specific
guidelines for the Supervisors to use in developing their business
management units. In view of the fact that we are not getting an
increase in our operating budget, I would suggest that one of the
guidelines require the Forest Supervisors to obtain Regional Office
approval before adding to their business management organizations.
In my 6510 rough draft memorandum of March 22, I965, I set up some
tentative guidelines for financing District Rangers' clerks. You
expressed reservations against using certain of these guidelines.
You said, however, that you would give this matter further consideration and develop a policy statement for use by the Forest Supervisors
and District Rangers in financing the District Rangers' clerk positions.
Since our discussion in late March, I have received no further word
from you on this matter. I presume, however, that you are giving this
matter your attention and that it will be considered in the final
As expressed by the Regional Forester on numerous occasions, the
objective in developing this policy statement should be to adequately
finance at least one clerk on each Ranger District in the Region.
