Hurst , Deputy Regional Forester Date; Hovember 1, 19&5 SUBJECT: Organization Your reference: PERSONAL This trill summarize our discussion of Monday, October 18, concerning organizational Batters in the Division of fiagineering. I appreciated the opportunity to meet vith you, to gain your ideas and philosophies, and to discuss methods of strengthening the Division of Engineering in certain areas. The analysis you prepared of your travel program v&l interesting* It was helpful, too, in understanding the situations which generated the trips you programmed in your travel schedule. We agreed that the inspect of travel on your time could be reduced to a degree by eliminating Engineering general functional inspections from your schedule. I think there is also an opportunity to effect savings in your time by delegating project direction to other people and by being more discriminate in the extent to which you participate in trips generated by the Washington Office. As agreed, we will look over all opportunities for effectively programming your time, as well as the time of other Assistant Begional Foresters, when the travel schedule for the second half of F. Y. 1966 is developed. % memorandum of September 1 did not state or imply that your travel freedom should be curtailed to a greater degree than that of other Assistant Begional Foresters. It did state that, in my opinion, Use travel you perform does adversely affect the operation of the Division of Engineering. This I still firmly believe to be the case. I have a strong conviction that you can best serve the Forest Service, in your capacity as Begional Engineer, by keeping the large and complex Division of Engineering under control, this requires personal leadership and direction that only you can provide.
