Transportation System (Kilgore-Yale Boad)
State Representative Roy Laird called me the afternoon of February 26 to
determine the Forest Service*s position on the Kilgore-Yale Road. Mr.
laird said that he was meeting with Senator Church later in the day
to discuss tha possibility of assistance in construction of the
I advised Representative laird that this road was in the long range
program of the Forest Service but was not included in the financing
for either F. Y. 1964 or F. Y. 1965. I told him that it was included
for consideration in F. Y. X966 on a cooperative basis. I also told
Mr. Laird that I understood there ware some rights-of-way problems
connected with this road. I aade a point of the fact that FR&VT funds
cannot be used to construct "through" transportation systems, but that they
are appropriated for the development and protection of National Forests.
For this reason, I explained, we feel that a cooperative effort on the
Kllgore-Yale Road is necessary. Mr. Laird said that he would use this
approach in discussing the road with Senator Church.
Mr. Laird said that he might call Supervisor Wright to obtain detailed
information oa rights-of-way problems connected with the Kilgore-Yale
