Self-Help Plan
Proposed in
Lower House
A production-for-use program,
similar to the "Epic" plan advo/%
cated for California by Upton Sinclair, is called for in a bill introduced in the Utah house of representatives Saturday.
Sponsors are Representatives P
S. Marthak-is (D), Salt Lake; Eph-
raim P. Pectol (D), Wayne, and
Sheldon R. Brewster (D), Salt Lake.
To Create Bureau
The bill proposes to create a Utah
rehabilitation bureau, which would
take over And expand the functions
of the present self-help cooperative
board, and give it an appropriation
of $100,000 from the state treasury to
finance its activities.
In 13 subdivisions of section 21
of the bill are enumerated the broad
powers Which the- proposed board
would have should the measure be
enacted. The first subdivision would
five the directors authority "to
acquire, establish, carry on, operate
and maintain industries of all
kinds," and adds: "The term industry, or industries, when used in
these articles means every form of
enterprise, undertaking, projects,
utilities, factories, service, occupations, trade or business for the supplying of human need*."
Other .Measures
Other sections contain an enumeration of these services, occupations,
trades and businesses.
