self-help movement.
Mr. George Udell gave an address upon the banking y tern.

Upon motion ov .;. p. awney the above resolution was adopted unarainously. The following mXM then elected to constitute this
legislative committee: George Udell, Robert Idamaon, Mrs. Iva Willis,

Mr. John Willi,, addressed tue meeting on t e subject of
tfei ITotional Banking ..ystem, suggesting a substitute for the present
systom or taxation of M tax of 1% on purchases and other transections
amounting to one dollar or more.

afternoon, January 29th. Lira. Iva Willis, . :i. Tawney, J. F.
Whittamore being pre ;ent. Five protoosal for tax legislatian were
presented end considered at great length. The following being finally
decided upon.
Proposed by J. F. Whittemore that the P.P.G. recommend the
abolition of all taxes on personal property, Improvement and land;
except sues lands a„ held ~n speculation or other non-productive
purposes. ..nd toe substitution of a tax on gross income in its
place. This form of taxation to supplement all other form of
revenue; raising taxation, except the tax laid again:t inheiritense.
The rate on inheiri tense to be 5$ up to glO,000.00, 15$ up to
,,50,000.00, 25% up to £100,000.00, 50fi up to v500,000.00, 75$ up to
one million*
