AN ACT CREATING A SELF-HELP COOPERATIVE BOARD; PROVIDING FOR THE APPOINTMENT
OF AN EXECUTIVE DIRECTOR OF &*ID BOARD: DEDICATING TO SAID BOARD THE DUTY OF
PREP^RTING MEANS OF EMPLOYMENT IN PRODUCTION AND DISTRIBUTION OF GOOD AND/OR
SERVICES FOR iLL COOPERATIVE SELF-HELP ASSOCIATIONS WHICH ARE ORGANIZED ON A
NONSTOCK, NONPROFIT EASIS, AND HAVE PERSONNEL THAT WILL WORK IN HARMONY WITH
THE SPIRIT OF THIS iwCTj DEFINING THE PURPOSES OF THE SELF-HELP ASSOCIATIONS;
^NDPROVIDING FOR THE EXECUTION OF SUCH PURPOSES.
Be it enacted by the Legislature of the State of Utah;
Section 1. The state self-help cooperative board shall be composed of the
following members: the director of the state planning board, one representative
each of the faculty of the University of Utah and of the Utah Agricultural
College to be severally selected by their respective presidents of such
institutions and an industrial engineer to be selected by the State Engineer,
To such board shall be added 3 representatives of the Self-Help Cooperatives
to be hereafter selected by the board of such Self-Help Cooperatives under
such regulations as said board m y adopt.
The term of office shall be determined by the board of control of the
respective organizations or institutions from which they are selected. When a
new officer is appointed by the organization or institution to take the place
of the one represented on this self-help cooperative board the new member automatically; upon proper approval of the ones in charge of the selection, shall
become a member of this self-help cooperative board.
The members of this board shall take office immediately upon appointment, and hold office until their successor is duly selected, appointed and
qualified. Members shall be removed only for inefficiency or inability and
shall serve without pay as members of the board, except for all authorize*
expenses actually incurred while engaged in their official duties which shall
be paid from the state relief funds.
Section 2. The board shall elect from its members a chairman, a
vice-chairman and a secretary and treasurer who shell hold office for a period
of two years.
The board is invested with the power to employ and remove a director
who shall be a person especially qualified by training and experience to direct
and supervise the work of the board, and who with the approval of the board may
employ such technical, clerical and other assistants as nay be necessary to
carry out the work of the board.
Section 3. It shall be the duty of the self-help cooperative board
to approve plans of organization, operation, production, distribution, and
financing of the cooperative; to approve applications to the federal government
for funds to finance the organizations, to wori in harmony with the rehabilitation department,
