UTAH DEPARTMENT OF TRANSPORTATION March 4, 1994 RE: Confirmation of Issues Resolved Regarding the Compromise Solution on the Logan Canyon EIS Dear Mr. Appel: I would like to thank you and your clients, the Citizens for the Protection of Logan Canyon and Bridgerland Audubon Society, for taking the time to meet with Lynn Zollinger and myself to discuss concerns regarding the Logan Canyon project that have been raised as a part of the public involvement process. I feel that the outcome of those meetings will allow the project to move forward in a spirit of cooperation. This letter will itemize the areas in which we have reached consensus regarding modification of the Preferred alternative as presented in the FEIS. I want to make sure that all issues are on the table so no misunderstandings occur later in the project development. As we discussed during our recent meetings, and in return for this action by UDOT, a written response from your clients is reguested on the following issues: A - Concurrence with the resolution of issues as described below. B - Confirmation that no legal action against UDOT will be undertaken during the duration of the environmental process. Your clients will reserve the right to sue UDOT after the formal design hearings if the items outlined below are not adhered to in the final design plans. C - Assistance in obtaining a consensus opinion among concerned citizens groups in the Logan area for the purpose of completing the environmental process. I understand that some early coordination has already occurred. I appreciate that effort and count on it continuing. Lynn and I stand ready to assist at your request. D - Confirmation that no action will be taken to delay the US Forest Service in their effort to amend their forest plan.
