S. B. No. 182 was read ?the second time.
Committee report read and adopted.
On motion of Senator Lund the bill was amended as follows:
In title, line 1, after "2", delete "AND", and after "3", insert "4",
AND 6,».
Page 1, line 9, after the word "functioning" insert "self-help".
Line 10, after the -ord "cooperatives" insert "only1,1 then add "which
may not admit representatives of consumer cooperatives or others not under the
supervision of the self-help board."
Line 11, strike the word "board" and add the letter "_s" to the word
"cooperative".
Page 2, line 4, after the word"board" add the following:".provided
sums oaid to board members and their employee", th.c director, and such technical, clerical, and any and all other assistant? shall not exceed 104 of funds
allocated to the board or sums repaid to the board from self-help cooperatives".
Line 7. strike the period and add the following: "and shall post such
surety bonds as the board sha" 1 require. Repayments of loans from self-help
cooperatives to the state self-help department shall be made to the treasurer
thereof and to him only, who shall issue an official receipt for sums received."
Line 13, after the word "board", delete the period, insert a comma and
the following: "provided the board shall not employ one of the members of said
board or rel- tives of board members to any position over which said board has
.jurisdiction, provided, further that should an employee of said board be selected
to membership on said board he shall resign such employment before becoming eli-
gi Tile to membership on said board."
After line 31, insert thefollowing:
"4. The office of the self-help cooperative board shall be maintained
at the state capitol and meetings shall be held at least once every two weeks,
the day and hour to be set by said board. The board shall make ( ) writtea ( )
reports to the governor of its official acts p.nd. investigations and shall make
such recommendations as it deems necessary and advisable.
"6. The attorney general shall render- such legal services in connection
with the work of the board as it may require."
S. B. No. 182 was placed on the Third Reading Calendar on the following roll call:
Yeas l4; Nays, 7. Absent, 2.
Tnose voting in the affirmative were: Senators Billings, Griffin, Grover, Huggins,
Lamorea.us,Lindstrom, Lund, Nelson, Peterson, Royle, Snow, Stewart, Thornton,
Mr. President.
Those voting in the negative were: Senators Parr, Frischknecht, Holbrook, Hopkin,
Parratt, Stevens, Tanner.
Absent and not voting: Senators Baker and Holmes.
On motion of Senator Lund the rules were suspended and S. &. No. 182 was
read the third time and placed on its final passage.
