(Bosworth) - UDOT but they need F.S. permit & FHA $ FHA is "lead" agency (Feds, not State, must do EISs) - All cnv. agree that F.P. won't allow extensive development. Bosworth - what is Forest Service role? - not hardline until data/info is out. Dick - F.S. should constrain alternatives that don'e meet direction in the forest plan. Jack - Last year Baumgartner was pounding his fist and saying those alts. [alternatives] aren't consistent w/plan. Lukez - UDOT ROW ends at R.H. Fork - SCLDF sees connection between Logan Cyn & Burn Trail. F.S. will remind FHA/UDOT that forest plan is their guiding document. F.S. will remind all parties that env. [environmental] impacts have to be clearly identified in EIS. Dick - "Irony is F.S. says it won't interpret forest plan." Bosworth - We'll interpret it broadly. Conclusion: Bosworth got the message that we don't think the F.S. is playing the active role it should be. He also understands that we are not going to allow an absolutely loose interpretation of the forest plan. He is fully aware that the F.S. could get "steamrolled" by FHA in Washington if they don't take an active role in developing an acceptable alternative aat the local level. A beneficial meeting. G.N.
