Atlanta, Georgia December 6, 1979 Dear Brian, This week I went to see Douglas Wright, Deputy Secretary, US Dept. of Transportation, Rm 10200, 400 7th Street, S.W. Washington D.C. I had your letters in hand and generall outlined your case. Please write to him and explain your case, including the sensitivity of the area and the reasons why the road is unneeded and unwanted and some copies of the correspondence which you sent me plus some additional documentation. Also write your state DOT FHWA and WRitght requesting that an EIS be done. Get other local environmental or public interest groups to make the same request for an EIS as well as private citizen letters. (Get copies all) Send copies of such letters to Wright also. I would also suggest that if you have problems with the Forest Service campgroud proposal, you make the same requests for an EIS (by F.S.) and if you can identify the proper USFS personnel in Washington or in the region through Grant on the San Fancisco staff sent copies with a cover letter to them. (USFS) Also seek, once there is a draft EIS on both, to get other friendly agencies to make adverse comments on t he project. Often the Forest Service doesn't like damaging road through the National Forest areas. Of course, in this case, I don't know their attitude. EPA is another agency which can provide important help. They can also request or recommend an EIS. My latest info on the proper contact in EPA is the person assigned 404 - wetlands responsibility (for Utah) is the ??? Office. Dale Vodehnal (VODEHNAL) may be the person. U.S. EPA, 1860 Lincoln Ave. Denver, CO 80203. A telephone call initially would be the most effective plus follow-up with documentation. I have found the EPA people one generall very sympathetic and often have very helpful advice as well as using their own avenues. You also need to contact the Corps. of Engineers and request and EIS on the 404 permit before it is granted. This would apply if the floodplain area can be classified as wetlands or, I believe if there is activity in the river itself.
