BARRIER SYSTEM OF FLOOD CONTROL

Ever s ince the West was settled, more than one hundred years ago,
floods have been a menace to towns and villages on mountain streams .
It was necessary to occupy locations near the mouths of canyons in order to
utili ze the limited natural flow of water both for culinary use and for
i rrigat ion . Without irrigation no crops are produced.
At f irst , man was accused of causing floods through over grazing .
The facts are, floods have been coming throughout the ages. Canyons have
been carved while mountain ranges were being formed. Fire, caused by
lightning, has been followed by heavy down pours which were followed by
mud and rock flows. down mountain canyons, making them deeper and deeper .
Then, when released from confinement huge fans were built below the mouths
of canyons. Therefore, man cannot be blamed for what went on thousands,
even millions of years ago.
